 1960 yılında Tunceli, Ovacık'ta dünyaya gelen sanatçı 1980 yılında İstanbul'a yerleşti. 1984 yılında İ.T.Ü. Türk Musikisi Devlet Konservatuarı Türk Halk Müziği bölümünden mezun oldu.
Arif Sağ ile birlikte Arif Sağ Müzik Okulu'nda (ASM) eğitim verdi. 1987 yılında bu okul Milli Eğitim Bakanlığı'na bağlandıktan sonra, ASM müzik kursundaki müdürlüğü ve sahipliğini sürdürerek, çalışmalarına devam etti. Uzun yıllardır halk müziğine yaptığı çalışmalarda prodüksiyon yönetmenliği, icracı ve eğitmen olarak önemli katkılarda bulundu.Birçok halk müziği kasetinde yönetmenlik yaptı. Emre Saltık'ın üretkenliği açısından sayabileceğimiz birçok albümü var İlk albümü 1987 yılında çıkardığı "Selam Sana Filistin" dir. Ancak türkülere yöneldiği ilk albümü "Türkülerden Kaçamazdım" sanat yaşamında önemli bir yer tutar. "Dardayım", "Türkülü Yürekler 1" ve "2" halk müziğinde yeni arayışların işareti niteliğindedir. Sanatçının 2000 yılı şubat ayı ortalarında piyasaya sürülen "Yıkılsın Sebebim" adlı albümü daha çok beste ağırlıklı bir çalışma. Emre Saltık halk müziğinin yaygınlaşmasında önemli katkıları bulunan "Arif Sağ Müzik Okulu" bünyesinde halen eğitmen ve yönetici olarak görev almaktadır.
