1970 Rize doğumlu.Yirmi kişilik bir ailenin çocuğu olan Altay .İlk ve orta okulu Zeytinburnu meslek lisesi elektrik bölümünde okudu. Daha sonra İTÜ Gemi  makineleri mühendisliğini kazandı,ama gitmedi.Karadeniz matematik bölümünü de yarım bırakan Altay 1987-88 yılında konservatuara girdi.6 yıl konservatuar eğitimi aldı..İşi ve okulu bir arada yürütemediği için okulu bıraktı. Altay kişiliğine ve yaşam felsefesine uygun bulduğu operaya maddi şartlardan dolayı gidemedi.Kendisi tüm ailesinin sorumluluğunu yüklenmişti. Müziğe olan eğilimi ise ağabeyine alınan saz ile başlayıp,kendisine ve yeteneğine güvendiği için başarıya ulaşacağından kuşku duymamıştı. Kendisini ilk olarak "Var ya" adlı bestesi ile tanıttı. Yüzlerce bestesi olan Altay ilk albümü "Yok ya" yı geçtiğimiz aylarda piyasaya çıkardı Daha çok, insanlara bire bir ulaşıp duygularını sözüyle müziğiyle ifade ettiğini ve bu albümle de amacına ulaştığını söyleyen Altay için müzikle uğraşmak bir yaşam biçimi..
