1942 yılında Kerkük'ün Musalla Mahallesi'nde doğdu.Öğrenimini Kerkük'te tamamladı.Ortaokul çağlarında, Kerkük'ün başta sanatçıları Reşit Küle Rıza, Mustafa Kalay, İzzeddin Nimet ile birlikte pek çok mûsiki toplantısına katıldı. Abdülvahid Küzecioğlu'nun izinden yürüyerek, henüz çok genç bir yaştayken şöhrete ulaşmıştı. 1958 yılında Türkiye'ye gelerek Ankara ve İstanbul Radyolarına türküler verdi.1959 yılında açılan Bağdat Radyosu Türkmence kısmında ses sanatçısı olarak çalışmaya başladı. 1960 yılında Türkiye'ye gelen Kızılay, Ankara Devlet Konservatuarı'nda kontrbas bölümüne girdi ve altı yıl eğitim gördü. Bu arada Fahri Kopuz'dan Türk mûsikisi dersleri aldı. 1967 yılından itibaren Türkiye'ye tamamen yerleşti.Kerkük Türkmen ağzının iyi bir yorumcusu olmakla kalmayan Kızılay aynı zamanda derleyici,besteci ve ud sanatçısıdır.Söylediği Kerkük Türküleri ve Hoyratları'nı yurt dışında ve yurt içinde geniş kitlelere tanıtmıştır.
