Çanakkale’de 1932 yılında doğan Teoman Alpay, Ankara Radyosu’nun açtığı ud sınavını kazanarak, radyonun saz sanatçıları arasına katıldı ve kendi dalında aşama kaydederek, genç yaşta Türk Müziği Yayınları Şefi oldu. Bir ara da Erzurum Radyosu Müdürlüğü yaptı. Alpay’ın ‘Nasıl Geçti Habersiz, O Güzelim Yıllarım’ isimli eseri 1972 yılının şarkısı seçilirken, sonraki yıllarda ‘Gökyüzünde Yalnız Gezen Yıldızlar’, ‘Buruk Acı’, ‘Sarmaşık Günleri’ eserleri yine dereceye girdi. 1997’de İstanbul FM dinleyicileri tarafından, Teoman Alpay’ın ‘Kalbimi Kıra Kıra’ isimli eseri, en beğenilen eser seçildi ve Atatürk Kültür Merkezi’nde Altın Plaket Ödülü aldı. Alpay’ın ayrıca ‘Samanyolu’, ‘Sevmekten Kim Usanır’ gibi birçok sevilen eseri bulunuyor. Ruhsar Alpay’la evli olan Teoman Alpay, 2 çocuk babasıydı.  Tedavi gördüğü Çanakkale SSK Hastanesi’nde "13 Şubat Pazar" sabaha karşı vefat eden Teoman Alpay’ın cenazesi, 14 Şubat Pazartesi günü toprağa verildi. Yaklaşık 22 gün önce Çanakkale SSK Hastanesi’nde tedavi altına alınan ve bir bacağı kesilen ünlü bestekar Teoman Alpay (73), durumunun ağırlaşması üzerine, hastanenin yoğun bakım ünitesine kaldırılmıştı. SSK Hastanesi Başhekimi Dr. İsmail Temiz, Teoman Alpay’ın, yoğun bakım ünitesinde solunum yetmezliği ve kalp rahatsızlığı nedeniyle vefat ettiğini ve ailesinin isteği üzerine, 14 Şubat Pazartesi günü Çanakkale’de toprağa verildiğini belirtti.
