1939 yılında doğan Özkan, bağlama çalmaya küçük yaşlarda başladı.1957 yılında Ankara Radyosu “Yurttan Sesler” Korosuna giren sanatçı, bu tarihten itibaren sırasıyla Ankara, İstanbul ve İzmir’de Türkiye Radyo Televizyon Kurumu Bünyesinde Korist, Solist, Öğretim Görevlisi, Koro Yönetmeni ve Derleyicisi olarak 20 yıla yakın hizmet verdi.        1977 yılında TRT’den ayrılan ve Paris'e yerleşen sanatçı, Paris Konservatuvarında solfej profesörü olarak çalıştı. 8. Paris Üniversitesi Müzikoloji Fakültesi Etnomüzikoloji Doktorası’nı tamamlayan sanatçı, çeşitli Üniversitelerde misafir öğretim üyesi olarak çalıştı. Fransa’ya yerleştiği ilk yıllarda Radio Francein Occora Koleksiyonu için bir plak kaydı yapan sanatçı, ayrıca İrlanda, Amerika ve Yunanistan’da çok sayıda plak doldurdu. Fransa da saz ile açıklamalı konserler veren Talip Özkan, bu konser dizilerini Almanya, Avusturya, Belçika, Cezayir, Fas, Finlandiya, Hollanda, İrlanda, İspanya, İsveç, İsviçre, İtalya, Tunus ve Yunanistan gibi ülkelerde de sürdürdü. Geleneksel Türk çalgılarından olan bağlamayı çeşitli yönleri ile dünyanın çeşitli ülkelerinde sanatseverlere ve müzikologlara tanıtmasının yanında, Talip Özkan, Avrupa’da yaşayan Türk ailelerinden yüzlerce ezgi derledi.         Türk Halk Müziği camiasında kendisine has bir yorum tekniğine sahip olan Özkan, Ege Bölgesi melodilerini otantik halleriyle yorumlayabilen nerdeyse tek sanatçımızdır Kaval, Zurna, Sipsi, Karadeniz Kemençesi gibi geleneksel Türk Çalgılarındaki icra tekniklerini bağlamaya adapte etmeye yönelik araştırmaları ile büyük takdir toplayan Talip Özkan, bağlamada virtüozite gelişimine öncülük yapan ilk profesyonel sanatçımızdır. Yaşamını halen Paris te sürdürmektedir.
